What it means

A human being with a sign paddle is controlling traffic ahead. Their STOP and SLOW paddle carries the force of a traffic signal.

What you should do

Obey the flagger completely, even over signals and signs. Stop where they say, wait as long as they say, and pass at the speed they show.

The mistake drivers make

Creeping forward while the paddle still says STOP. The flagger is timing your lane against oncoming traffic in a one-lane section you cannot see.
